Tiling, Cover Crops, Conservation Seen As Solutions
USDA's Risk Management Agency is changing a rule that would exclude a farmer from buying prevented planting coverage in Iowa, Minnesota, Montana, North Dakota or South Dakota if a farmer hasn't been able to plant and harvest a crop on the ground in at least one of the last four years.
Cutting off prevented-planting claims translates into creating a lot of ground that can't generate income. The rule change also creates more urgency for farmers in the Prairie Pothole Region to find ways to manage the water on what should be productive farm ground.
Some farmers argue there wouldn't be so much prevented planting if there was more latitude allowed when it comes to draining their farms.
"If our water drained out of the wetlands in the fall, this wouldn't be happening, but we're still not allowed to do any drainage," said Jim Lyons, a farmer and board member for the Ransom County Water Resource District in southeast North Dakota. "If there's cattails here, it's a wetland. That's their criteria: If there's cattails, it's a wetland. We can't hold anymore water. We're full. We've got to drain it off."
Lyons is surrounded by water with county roads effectively closed everywhere. A 100-acre tract behind his farm that his brother farmed just a few years ago is now under 35 feet of water. It literally creates a flow of white-capped waves in the wind. Lyons knows the frustration among fellow farmers and talk of opting out of farm programs so they can ignore wetland rules.
But doing so could also lead to unintended problems. Already, some farmers have gone ahead and drained on their own, causing some hazardous results. Not far from Lyons' own farm, a farmer put in a set of culverts that have turned into erosion blowouts that have gouged 20-foot-deep ravines into the soil.
"Guys want to drain their fields, so they think they can get out of farm programs, but keep buying crop insurance," he said.
The 1985 farm bill included the "swamp buster" provisions that banned farmers from collecting farm program payments if they drained a permanent wetland. As the state has dealt more with expanding wetlands over the years, the swamp buster language is viewed as a bigger hindrance.
"The 1985 swamp buster act really did us in for our ability to manage water," said North Dakota Agriculture Commissioner Doug Goehring. "If you had a legal drain in previous to that, you could manage the water.

Other types of tiles
Mosaic are tiny tiles supplied made-up on a mesh backing, usually 30 cm (12 in) square. They may be different tones of plain colours or form a distinct pattern. The sheets are laid in a bed of adhesive and then grouted. Faux mosaics are standard tiles scored to look like mosaic.
Cork tiles are usually fixed as panels, rather than covering a whole wall, although cork has good insulating properties. Ideal for pin boards or feature walls. Most come in ‘natural’ colours, although some may be stained or dyed. Unsealed tiles are thick and crumbly, so it is better to choose the pre-sealed type. Cork can be sealed after hanging, but as it is very porous it may need many coats.
Metallic and mirror tiles are often used for their reflective value. The metallic tiles are usually produced in a lightweight metal such as aluminium, made to simulate copper, pewter or stainless steel and some have interesting textures and self-patterns. They are fixed by self-adhesive pads. Mirror tiles are much heavier, and come in a wide range of sizes. Some are hung using a special adhesive, but heavier panels need to be fixed by means of special plates or mirror screws. Choose very high-quality tiles for a bathroom, as condensation can cause the silvering on the back of cheap mirror to perish.
Reflective tiles must be hung on an especially flat surface, or you will get a distorted reflection. If necessary, fix them to a panel of chipboard or hardboard and then attach this to the wall.
